Property Consultancy Contract Extension

PROPOSED RECOMMENDATION

 

To extend the current Multi-Disciplinary Consultancy Services Contract with Align Property Partners a wholly owned Teckal Company of North Yorkshire County Council effective from 1st April 2022.

 

BACKGROUND TO SUPPORT THE RECOMMENDATION

 

The Council currently has a consultancy service for property projects and estate services via a contract with Align Property Partners, a wholly owned company established on the 1st November 2016.  The current contract uses the NEC3 Professional Services Contract and runs until 31st March 2022, with option to extend clauses within the contract.  The Council’s Property Services are proposing to extend the current contract up until the 30th September 2022, pending a further review of the contract terms and working arrangements to establish a new contract from the 1st October 2022 (which will be subject to a future decision process).

 

LEGAL AND GOVERNANCE COMPLIANCE

 

Align Property Partners is a Teckal company therefore the Council can directly award this contract to Align Property Partners as it is a wholly owned subsidiary without the need for a procurement under the Public Contracts Regulations 2015.

 

A Gateway 4 report will be considered in accordance with the Council’s Procurement and Contract Procedure Rules.

 

This is a key decision.  The proposal to extend the contract was entered on the forward plan in January 2022.

 

RECOMMENDATION

 

That the extension to the Property Consultants Contractup until 31st September 2022 be approved.
